Can a foreigner or a non-doctor own a clinic in Dubai?

Yes to both. Dubai separates who owns a clinic from who is clinically accountable for it, so an investor from any country, with no medical background, can own a licensed clinic outright. What the authority insists on is the clinical structure underneath the owner. Here is what you need, what you do not, and where non clinical owners get it wrong.

The short answer

A clinic in Dubai is a company that holds a health facility licence. The company can be owned by anyone who can own a company here. The Dubai Health Authority does not ask the shareholder to be a doctor; it asks the facility to have a licensed clinician in charge of its clinical side. In most new clinics those are two different people, and the rules are written with that in mind.

Since the UAE opened most business activities to full foreign ownership, healthcare founders on the Dubai mainland no longer need a local partner holding a majority share. Free zones such as Dubai Healthcare City allow full foreign ownership as well. The right structure keeps 100 percent of the company, and control of it, with the founder.

What the owner does not need

What the authority does require

  1. A company with the right activity

A trade licence carrying the correct healthcare activity for what the clinic will actually do. An entity with the wrong activity fails before the clinical review starts.

  2. A health facility licence

For mainland Dubai, issued by the Dubai Health Authority and applied for through its Sheryan portal. It approves a facility type and a clinical scope, and the clinic may deliver what sits inside that scope.

  3. A named medical director

A DHA licensed physician who carries clinical accountability for the facility. In a dental clinic the clinical lead is a licensed dentist. Without this appointment there is no application to review.

  4. Individually licensed clinicians

Every doctor, nurse and technician is licensed in their own name under your facility, with qualifications verified through the authority process.

  5. Approved premises

A property whose layout passes authority review, fitted out to the approved drawings and inspected before the licence is issued.

  6. Policies and records

Clinical protocols, consent forms, record keeping and emergency procedures written to the authority checklists, with patient records connected to NABIDH.

The line that matters: you own the company, the medical director owns the clinical decisions. An owner who sets the strategy, the brand, the budget and the hiring is exactly what the rules expect. An owner who tells clinicians how to treat patients has stepped outside the structure the licence was issued on.

If you are a doctor

A physician who holds the appropriate DHA licence can own the clinic and also serve as its medical director. Some doctor founders prefer to appoint a separate medical director so that their own time goes to patients and to growing the practice. Either route is open, and the choice is commercial rather than regulatory.

Mainland, free zone or another emirate

The ownership answer is the same everywhere in the UAE: the founder owns, a licensed clinician is accountable. What changes with the location is the regulator. Mainland Dubai is the Dubai Health Authority, Dubai Healthcare City runs its own regulator, Sharjah and the Northern Emirates sit with MOHAP, and Abu Dhabi is the Department of Health. Our guide to which licence a healthcare business needs maps the authorities one by one.

Where non clinical owners go wrong

Appointing the right clinical lead is the part non clinical founders worry about most, and it is the part a turnkey build takes off the table. In a HealthcareSetup clinic build, the medical director is recruited, credentialed and contracted to your facility, alongside the licence, the premises and the team.

Can a foreigner or a non-doctor own a clinic in Dubai, answered.

Can a foreigner own 100 percent of a clinic in Dubai?+
Yes. Most healthcare activities are open to full foreign ownership on the Dubai mainland, and free zones such as Dubai Healthcare City allow it as well. The right structure keeps ownership and control with the founder.
Can a non-doctor own a clinic in Dubai?+
Yes. Ownership and clinical accountability are separate. The owner holds the company, and a licensed medical director carries clinical responsibility for the facility.
Who is clinically responsible if the owner is not a doctor?+
The medical director. They are a licensed clinician named on the facility licence, they oversee the clinicians credentialed under it, and they are the person the authority deals with on clinical matters.
Can a doctor own a clinic and be its medical director?+
Yes, provided they hold the appropriate DHA licence. Some doctor founders still appoint a separate medical director so their own time goes to patients and growth.
Does the owner need to be based in Dubai?+
The clinic needs its licensed team and its medical director on the ground. The owner's role is commercial, and our builds are structured so that a founder can run the business from abroad.
