A different emirate, a different regulator
Healthcare facilities in the emirate of Abu Dhabi, which includes Abu Dhabi city, Al Ain and Al Dhafra, are licensed by the Department of Health (DoH). A Dubai Health Authority licence covers Dubai and stops at the border. If the clinic is in Abu Dhabi, the DoH standards decide the facility type, the premises requirements and who may practise there.
The commercial side sits with the Abu Dhabi Department of Economic Development, which issues the trade name and the trade licence. The healthcare applications are filed through TAMM, the Abu Dhabi government services portal.
The sequence
Fix the clinical model and the location
General practice, a specialty clinic, a multi specialty centre: the model decides the facility type, the rooms and the team. The location decides the catchment, so both are settled before anything is filed.
Reserve the trade name and form the company
The trade name and trade licence come from the Department of Economic Development, with the correct healthcare activity. The ownership structure is confirmed against that activity before the company is formed.
Apply for preliminary approval
The Department of Health's first gate, requested through TAMM. Preliminary approval is the authorisation to begin setting the facility up, and it confirms the facility type and scope before you commit to a fit out.
Build the facility to the standard
Premises, layout, fit out and equipment follow the DoH facility requirements for the approved type. As in Dubai, the property is checked against those requirements before the lease is signed.
License the team
The clinical lead and every clinician are licensed by the Department of Health to practise in the emirate. Licensing runs per person, so it starts early.
Apply for the permanent licence
Once the facility is set up, the permanent licence is the final authorisation to operate. The facility is reviewed against what was approved before it is issued.
Connect records and insurers, then open
Patient records connect to Malaffi, the health information exchange for Abu Dhabi, and insurer contracts are put in place alongside bookings and payments.
Coming from Dubai
A second site in Abu Dhabi is a new facility with its own licence, not a branch of the Dubai one. The brand, the operating model and the policies carry over. The facility licence, the premises approval and the clinicians' licences are obtained in Abu Dhabi.
Founders who plan for both emirates from the start write one operating model that satisfies both authorities, instead of rebuilding it for the second site. Our guide to which licence a healthcare business needs shows how the authorities sit side by side.
Dubai first or Abu Dhabi first
Decide by where your patients are, not by which process looks simpler. Each emirate licenses what happens inside it, so the first clinic belongs where the demand you can serve already is. The second emirate is then an expansion of a working business rather than a second start up.
How long it takes
As in Dubai, a physical clinic moves at the speed of its premises and its people. The approvals themselves are predictable; the property, the fit out and the team licensing set the pace. Running them in parallel, rather than one after another, is what shortens the build.
In a HealthcareSetup clinic build, the company, the approvals, the premises, the team and the systems run as one programme under one partner. HealthcareSetup is the turnkey build arm of Pharmareg UAE, which works with the UAE health authorities, including the Department of Health in Abu Dhabi.
