Two licences, one clinic
Like every clinic in mainland Dubai, a dental practice runs on two licences. The trade licence makes the company real, with the correct dental activity on it. The DHA facility licence makes the dentistry legal: a facility approved by the Dubai Health Authority, with a licensed dentist as its clinical lead, credentialed staff, approved premises and written policies. Neither licence substitutes for the other.
What is specific to dentistry
- Sterilisation. A dedicated area for cleaning and sterilising instruments, laid out so that used and clean instruments never cross, with maintenance and test records an inspector can read.
- Chairs and water. Each dental chair brings suction, compressed air and water lines, and the water in those lines has to meet the authority's quality requirements.
- X-ray. Any dental X-ray unit, from a small intraoral set to a panoramic or 3D scanner, is an ionising radiation source. It needs authorisation from the federal radiation regulator and a shielding assessment, both far easier to satisfy on paper before the walls are built.
- Clinical waste. A contract with a licensed medical waste company, and procedures for sharps and amalgam.
- A laboratory, if you want one. An in house dental laboratory changes the layout and the scope, so it is declared at the start rather than added quietly later.
The build, step by step
Fix the scope
General dentistry, orthodontics, implants, cosmetic work: the services decide the number of chairs, the imaging you need and the specialists who must be licensed.
Form the company
A trade licence with the correct dental activity, structured so the founder keeps 100 percent ownership. The owner does not need to be a dentist.
Secure DHA initial approval
The first authority gate, filed through the Sheryan portal. It confirms the facility type and scope before you commit to premises and fit out.
Lock premises and layout approval
The drawings show the treatment rooms, the sterilisation area, the X-ray position and its shielding, and the plumbing to each chair. Confirm the property can carry all of it before the lease is signed.
Appoint the clinical lead and credential the team
A DHA licensed dentist anchors the application, and every dentist, hygienist and dental assistant is licensed in their own name under your facility.
Clear radiation approval, fit out and inspection
The fit out follows the approved drawings, the X-ray equipment is authorised, the policy file is written to the authority checklists, and the facility is inspected before the licence is issued.
Connect the systems and open
Practice management software, records connected to NABIDH, payments and, where relevant, insurance empanelment.
Can a non-dentist own a dental clinic?
Yes. Ownership and clinical accountability are separate in Dubai. An investor can own the company outright while a licensed dentist carries clinical responsibility for the facility. A dentist who holds the appropriate DHA licence can also own the clinic and lead it clinically. Our guide to who can own a clinic in Dubai covers the structure in detail.
How long it takes
A dental clinic moves at the speed of its premises. Initial approval is the quick part; layout review, radiation approval, fit out and inspection set the pace, and they depend on the property you chose. Running the premises work, the team licensing and the company formation in parallel is what shortens the build.
In a HealthcareSetup clinic build, the licence path, the premises work, the team and the systems run as one programme under one partner, and what is handed over is a clinic ready to see its first patient.
