How to start a telehealth business in the UAE.

Telehealth is the fastest legal route into UAE healthcare: no premises fit out, no facility inspection on the critical path, and a cost base that can scale per consultation. What it still needs is everything regulatory a clinic needs, minus the building. Here is the build, end to end.

Why telehealth first is the founder's route

A physical clinic moves at the speed of its premises: layout review, fit out, inspection. A telehealth operation has none of that on its critical path, which is why it typically goes live in approximately 45 days and why so many of our founders use it as phase one. The licence is real, the doctors are real, the revenue is real, and the physical clinic, if it ever comes, lands on top of an existing patient base.

The model also carries the best economics in healthcare: clinicians engaged per consultation, a platform instead of a lease, and the whole UAE as the serviceable market from day one.

The line that matters: telehealth is licensed medicine, not an app with doctors in it. Platforms operating without a healthcare licence, or with uncredentialed clinicians, are the category's enforcement story. Built properly, none of that risk exists.

The build, step by step

  1. Fix the clinical scope

General consultations, chronic care follow ups, mental health, weight management: the scope decides the licence detail, the protocols and who you credential. It is settled before anything is filed.

  2. Form the company

A trade licence with the correct healthcare activity, structured for 100 percent founder ownership. No medical background required: the medical director carries clinical accountability.

  3. Secure the DHA telehealth licence

Filed through the Sheryan portal with telehealth in the approved scope. Our guide to the DHA telemedicine licence requirements walks the checklist in detail.

  4. Stand up a compliant platform

Video consultations, records, consent and data handling built to UAE health data rules, with integration into the mandated health information systems where required. The platform is part of the regulated operation, not an accessory.

  5. Credential clinicians, engaged per consultation

Doctors are individually licensed under your operation and paid per consultation in a well built model. The medical director anchors the licence and the clinical governance above them.

  6. Connect pharmacy fulfilment

Prescriptions written in a consultation are fulfilled through licensed pharmacy channels, delivered to the patient where the model allows. This chain is designed and contracted during the build.

  7. Write the protocols, then launch

Triage rules, escalation to in person care, prescribing policies, record keeping and adverse event handling, written to the authority checklists. Then the first consultation.

What decides winners in UAE telehealth

This is exactly the build we hand over in a turnkey telemedicine setup: licence, platform, clinicians, fulfilment and governance, delivered as one programme.

Telehealth business questions, answered.

Is telehealth legal in the UAE?+
Yes, as a licensed healthcare activity. In Dubai a telehealth provider operates under a DHA licence with telehealth in its approved scope, with licensed clinicians consulting and a licensed medical director carrying clinical oversight.
Do I need my own doctors to start?+
You need licensed clinicians credentialed under your operation, but they do not need to be salaried employees. In a well built model doctors are engaged per consultation, so clinical cost follows patient volume rather than running ahead of it.
How long does it take to launch?+
A telehealth first build typically goes live in approximately 45 days from engagement, subject to authority processing times, because there is no premises fit out or facility inspection on the critical path.
Can my telehealth doctors prescribe medicines?+
Licensed clinicians consulting under a licensed telehealth operation can prescribe within the rules of the regulator, and prescriptions are fulfilled through licensed pharmacy channels. The prescribing and fulfilment chain is part of what the build puts in place.
Can a foreign founder own a UAE telehealth company?+
Yes. Foreign founders can own 100 percent, and you do not need a medical background. The licensed medical director carries the clinical accountability.
