How to open a pharmacy in Dubai.

Updated October 20268 minute readHealthcareSetup, a Pharmareg UAE company

A pharmacy in Dubai is three regulatory tracks in one business: a company, a licensed facility, and shelves that may only hold products registered for the UAE market. Founders usually know the first track, underestimate the second, and discover the third too late. Here is all three, in order.

The three tracks

Track one is the company: a trade licence carrying the correct pharmacy activity, open to 100 percent foreign ownership in most structures. Track two is the facility: a DHA pharmacy licence through Sheryan, with premises that pass layout review and a licensed pharmacist in charge. Track three is the product: every medicine, supplement and medical product on the shelf must be registered for the UAE market and bought through licensed distributors.

That third track is the one we know better than anyone: product registration is the core business of our parent company, Pharmareg UAE, which is precisely why pharmacy sits inside our build portfolio.

The mistake that defines this category: building the shop before the shelf plan. A pharmacy with a licence but a thin, slow moving product range fails commercially; one with unregistered product on the shelf fails an inspection. The product strategy is the business plan.

The build, step by step

  1. Define the model

Community pharmacy, pharmacy attached to a clinic, or fulfilment behind a telehealth operation. The model decides the location logic, the range and the systems.

  2. Form the company

Trade licence with the pharmacy activity, structured for founder ownership. The founder does not need to be a pharmacist; the pharmacist in charge carries professional accountability.

  3. Secure the location against the rules

Pharmacy premises carry their own layout, storage and zoning requirements, and the property is assessed against them before a lease is signed.

  4. DHA facility licence and pharmacist credentialing

The facility application through Sheryan, the pharmacist in charge appointed, and the pharmacy team credentialed under the operation.

  5. Build the registered range and supply chain

Range selection from products registered for the UAE market, contracts with licensed distributors, storage and record keeping built to inspection standard. Where a wanted product is not yet registered, registration is its own track, and it is the one our group runs for brands every day.

  6. Systems, inspection, launch

Dispensing and stock systems, insurance connections where relevant, policies and records, then the inspection and the licence. The doors open on a pharmacy that is both compliant and commercially stocked.

Where the model is heading

The strongest pharmacy economics in the UAE right now sit behind telehealth: consultations that end with medicine dispensed and delivered under licence the same day. A pharmacy built with that connection in mind serves its walk in trade and a digital patient base at once, and that is the shape we design when founders want more than a shop.

Pharmacy questions, answered.

Who can open a pharmacy in Dubai?+
Ownership is open to non pharmacists, including foreign founders, but the operation requires a licensed pharmacist in charge and pharmacists credentialed under the facility. The business and the profession are licensed separately.
Which authority licenses pharmacies in Dubai?+
Community pharmacies in mainland Dubai are licensed by the Dubai Health Authority through the Sheryan portal, alongside the trade licence for the company. The products on the shelves are governed by federal registration rules.
Can a pharmacy sell any medicine?+
Only medicines registered for the UAE market, sourced through licensed distribution channels, with prescription only medicines dispensed against valid prescriptions. Product registration is a separate regulatory track from the pharmacy licence.
What are the premises requirements?+
The location and layout must pass authority review: dispensing and storage areas, temperature control, controlled medicine storage where applicable, and distance and zoning rules. The property is assessed against the rules before any lease is signed in a well run build.
Can a pharmacy serve a telehealth operation?+
Yes. Pharmacy fulfilment behind telehealth consultations is one of the strongest models in the market, with prescriptions dispensed and delivered under licence. The connection between the two operations is designed as part of the build.
